It's difficult to provide a focused answer with such a broad question; however, no matter what your level of experience a good place to begin is by listening. When you find things that "grab you" learn about the producer/artist and what they use, are inspired by, and listen to.
On another level a great place to begin electropop/synthpop production is by learning how to create your own sounds, textures, and synth patches from scratch.
