In my opinion Yes, conceptual art is just another form of abstract art. We all can create a "concept" about anything in our mind and even bring it into the physical realm but in the end it's just an expression from within. Sure it may possibly be unique, clever, entertaining etc. but unrelatable to many. Conversely, a representational landscape painting for example is both a specific and universal expression that instantly recognisable to all.
