Percents are out of 100. So any rational number can be represented as a percent by multiplying it by 100. For example, 12 as a percent is 12 times 100 which is 1200%. Now you do need to pay attention to fractional situations. This problems seems to be missing some information. However, if it is properly presented, then just multiply the difference by 100.
