Hello Jin,
Kerina's answer is right, but she missed the part about the perpendicular line passing through the origin. To do that, you must express the line without the constant (the + 3 on the end). The equation y= (2/3)x is what you get. It is still perpendicular (the slope is still (2/3), but now you have dropped it down until it intersects the origin.
