In the first one expand the left side to see that the left and right side are exactly the same. Therefore, any value of x maintains equality, i.e. "infinitely many" solutions. In my opinion this is a silly (but true) way of thinking and describing a trivial situation.
3x + 13 = -11 - 9x
9x - 13 to each side
12x = -24
x = -2 (single solution)
