write an equation for 5 units from 8, -11

This was a problem that my daughter is having to solve. Any help you can give.

I am guessing that the 8,-11 is actually a point, so the desired equation is for a circle with center (8,-11) and radius of 5. If that is true, then the equation is (x-8)² + (y+11)²  =  5²

The general equation of a circle with center (h,k) and radius r is

(x-h)² + (y-k)²  = r²

I have a couple of questions:

 

1)  what is the topic that you are covering in Algebra?

2)  is this the way is written in the book?

 

The only thing that I can think is 8+5 and 8-5.  If you draw a number line 13 and 3, are both 5 units from 8.
