Yes, the brain can certainly be affected by hypoglycemia, but this is usually a reversible effect. Of course, the brain requires glucose to function properly, so the effect on the brain of a hypoglycemic event is inevitable. Even passing out does not necessarily result in irreversible effects on the brain, as the brain is known to be quite "plastic" and can recover from such an insult.
