Fraction Problem

The temperature in Alaska is 23 degrees below zero and the Maine was 14 degrees below zero. Ben wrote Maine was colder because -14 < -23. Is Ben correct?

I'm not sure what this has to do with fractions, but tell me whst you think. Draw a thermometer. How do the numbers work when we get into negatives?

 

The farther we get from zero in negative numbers, the smaller the numbers get. If Bob is 14 feet under the water and Fred is 23 feet under the water, who is lower?
