This is a fairly friendly linear system in two variables. We have:
Chocolate cupcakes: C
Vanilla cupcakes: V
We know that they total 4,000:
C + V = 4,000
We also know their ratio:
C = 9V Substituting into the other equation, we have:
9V + v = 4,000
10V = 4,000

V = 400
This means C = 9*400 = 3,600
