Off the top of my head I say it is 18 by 2 inches
18(2) = 36
2(18+2) = 40

Algebraically:
LW = 36
2(L+w) = 40
L+w = 20
L = 20-w
Replace L with 20-w in LW = 36
w(20-w) = 36
20w - w2 = 36
w2 - 20w + 36 = 0
Factoring this we need factors of 36 that add to -20
That is (-18)(-2)
w2 - 20w + 36 = (w-18)(w-2) = 0
w = 18 or w = 2
The dimensions are 18 inches by 2 inches
