Area of the parallelogram: A=bh<60 and b=2h. In principle, you can choose any b, and h, such that A<60 and draw parallelogram.
To make how options easier, plug in b=2h in the expression for A (of h=b/2). Then you have an inequality, similar to
2h2<60
h2<30
h<√30, 5<√30<6
So you can take h=5 and b=10. Since A<60, there is a unique choice (solution if you'd like).
