3(3x)+3(2y)=3(-8)
9x+6y=-24
-9x-4y=-2
add the two equations
0+2y=-26
2y=-26
y=-13
substitute
3x+2(-13)=-8
3x-26=-8
3x=18
x=6
(6,-13) is the solution
