I am sure you meant to say the SLOPE OF THE LINE is negative, not that the LINE is negative.
In point-slope form, the equation of a line is
y - y0 = m(x - x0)
m = -3/2
x0 = 8
y0 = 4
y - 4 = (-3/2)(x - 8)
You can easily convert this to standard form or some other form, if you wish.
