There are a total of 36 combinations of two dice.   Three of those (3-1, 1-3, 1-1) have a sum three or less, therefore 33 have a sum that is greater than 3.

 

Of those, 3 (5-5, 6-4, 4-6) have a sum equal to 10.  So if you are given that the sum is greater than 3, then the probability that it is equal to 10 is:
