Find an equation for the line parallel and perpendicular to y=4x-7 with y-intercept (-4,-6)?

Please help! Also please be in y=mx+b

m = 4 (same slope since parallel)
 
y = 4x + b
 
Use (-4,-6) to find b.  (By the way, this IS NOT the y-intercept, since x≠0 at this point.)
 
-6 = 4(-4) + b
b = -6 + 16 = 10
 
Final equation:
 
y = 4x + 10

For the perpendicular line, m = -1/4
 
y = (-1/4)x + b
 
Find b using (-4,-6) as in the solution above.
