Quotient: a result obtained by dividing one quantity by another. So we need two numbers, a numerator and a denominator.
We have "4 less than a number m" and "10." Let's rewrite as (m-4) and (10). Now divide (m-4) by 10, and put it on the left side of the equation.
But we're not done! We have to multiply the quotient by 3. So ...
3 (( m-4 ) / 10) = 3
(Best to rewrite the rational expression as a fraction, not easy to type it though)
