It takes 3/4 of sugar to make one batch of cookies.how many cups of sugar does it need to double.how many cups does he need to make 9 batches

So would I do the same thing for 4-1/2 batches as well

Yes.  Set it up as
 
3/4 cups → 1 batch
x cups    → 4 1/2 batches
 
Then cross-multiply to find x.  You should get exactly half of what it took to make 9 batches.
