how to find out percentages?

initial price is 24$ which is increased with a certain percent then reduced with a certain percent to reach the price 20.40$ .what are the increase/decrease percentages?

Is your problem supposed to mean that the two percentages,
the increase and the decrease, were the same percentage?
 
Let x = the percent increase as a decimal
24(1+x) - x[24(1+x] = 20.4
24 + 24x - 24x - 24x2 = 20.4
-24x2 + 24 = 20.4
-24x2 = -3.6
x2 = 3.6/24
x2 = .15
x = √.15
x = .3873
x = 38.73%
 
24(1.3873) = 33.2952
 
33.2952 - .3873(33.2952) = 20.3999 = $20.40

If you mean, as I think you did, that the percentages were the same then:
 
24(1+x) - x[24(1+x)] = 20.4
24 + 24x - 24x - 24x2 = 20.4
 
Working this out will give the value of x
Change the decimal to a percentage for final answer

When I first looked at the problem I missed that the 
percentage rate should be the same so I redid it in
a comment.  The comment didn't immediately show
on the page so I edited and redid the answer.  Lol.
