If you multiply both sides by the value of 100 you can have whole numbers that will make this problem a little easier to look at.
100*(0.06 - 0.10(x+1)) = 100*(-0.2)
6 - 10(x+1) = -20
now multply the 10 across the (x+1) term
6 - 10x - 10 = -20
now add the 6 and -10 on the left side of the equation
-10x - 4 = -20
add 4 to the right side of the equation
-10x = -16
divide by -10
x = 16/10 or if you divide 2 out of each of these values you will get 8/5 like you mentioned in your question
