finding area

I have a circumference of 28cm. I want to find the area. I know the formula for area but I'm getting stuck on the 28cm. Is that the diameter or radius? If the question was asking me to find the radius, diameter, or circumference I could do it. I do not understand why this problem is giving me issues. please help thanks.

A  = πr2 = π[C/(2π)]2 = C2/(4π) ≅ 62.39 cm2

I guess I'm confused because you are not using 3.14

Do you see how we get to 
 
A = C2/(4π) ?
 
Now plug in the numbers.  You can round off π to 3.14 if you wish.
 
A = (28 cm)2 / [4(3.14)] ≅ 62.4 cm2  [rounded off]
