First, as a rational expression, this expression is undefined when b=0 or c=0.
To simplify, multiply out the terms in the numerator
15b²c * 2ac³ / 3bc² = 30ab2c4/3bc2
Now cancel like terms in the numerator with those in the denominator: 30/3=10, b2/b=b, c4/c2=c2
30ab2c4/3bc2 = 10abc2, for all values of b and c except b=0 and c=0
