Do not understand

The diameter of a circle fountain in a city parks 28 feet. A sidewalk that is 3.5 will be built around the fountain. 1. Find the area of the sidewalk. 2.   0.8 bag of concrete will be needed for every square foot of the new sidewalk. What is the minimum number of bags needed? Please help!

So the bigger circle with the sidewalk came to 961.625 and we subtracted the smaller ci which came to 615.44 and the difference of the two is 346.185 which is the new square footage, correct? Then we take .8 and divide that into 346.185 to get the number of bags of concrete needed correct?
