Well... there are 60 minutes in an hour.
Thus, if he can lay 20 bricks in 1 hour, he can lay 20 bricks in 60 minutes. Or simplifying (by dividing by common factor of 20) he can lay 1 brick every 3 minutes.
In X minutes, then he can lay (X minutes) * (1 brick)/(3 minutes)
You can see that the minute label cancels out:
(X minutes) * (1 brick)/(3 minutes) and you are left with X/3 bricks
In other words in X minutes, he lays X/3 bricks.
