linear equation rate of change

The function C(q)=17600−2200q represents the balance in your college payment account after q quarters.

I cant seem to get the right answer. -2200 for my problem is not the right rate of the decearsing account balance. Also for the intial value thebalance

......also for the intial value i quarters is not adding up to the amount of $17600. Sorry now im just more confused. Thanka for any help.

OK.. 
I think you are overthinking this.
When you take an equation like this the variable value is always the slope and the initial value is the beginning number.  So in Quarter 0
17600 - 2200(0) = 17,600 which is your initial value
the slope is just the change per quarter, so in this case it is -2,200
 
and to get to zero you just have to find out how many times 2,200 it will take to get to 0 so you make 17600 equal to 2200x and solve for x.
x = 17600 / 2200
 
x = 8
