If b-c=2, and a+c=16,then a+b

I want to know how to find this equation step by step

You're very welcome.  Also note that Kenneth S. is
correct that it was actually even simpler than the
way I laid it out.  Just add the two equations.
 
    b - c = 2
a    + c = 16
---------------
a + b    = 18
