This is an inequality, not an equation.
If it's not a typo, then we can break it into two inequalities:
4 > z which can also be written
z < 4, and
z < 3.
If z < 3 it is certainly < 4. But if z is between 3 and 4 it would not be less than 3.
So the solution to the original inequality is z < 3.
