Actually 00 = 1 by definition.
Although several "arguments" support this.

00 is an "indeterminant form."
In some cases 00 = 1!

In NO cases does 00 EQUAL 1. Indeed, it's an indeterminate form, and you may have in mind some limit.
 
But the rules of Algebra for  xm   divided by xn dictate that x≠0...this prohibition is part & parcel of that Law of Exponents.
