You have an upper case X and a lower case x.  I assume they are meant to be the same, and you want the expression simplified.

 

(x^-a / x)^b = [(1/x^a) (1/x)]^b = [1/x^a+1]^b = 1 / x^b(a+1)

 

Leon, I noticed you have a number of similar problems posted.  Please examine a posted solution, and then work your other problems the same way.  It is just straightforward application of the rules of exponentiation.
