I do not quite understand the question. The only way heat could be produced, with the given information, is if current were flowing through some resistance. Even with the switches closed, charge can only flow as current for a short time, because there are no circuits to complete. So, of course, after a long time, no current will flow and no heat will be generated.
If there is more to this question (as the diagram seems to suggest), I would be happy to hear it.
