Try it with a system of equations.
You know that the interest is equal to
one part, x times 0.15 plus the other part, y times 0.08:
.15x+0.08y=7010
You also know that each part totals to 64,000 so x+y=64,000
Solve for x in one equation (you will have another equation) and plug it into the other to solve for y.
Then plug back in y to solve for x. This will give you the part that was loaned at 15%.
