Hey this answers my questions according to my online homework. However how did you get 3.9 and made 10^-1? did you divide by a hundred?

i'm not trying to question you i'm just wondering so i can learn for the future

I took 39. and moved the decimal one place to the left to make it 3.9, basically, divided it by ten. Thus, I multiplied the 10-2 by 10  to keep the answer correct by keeping the same size for both.
