y=3x+1 or y=3x-1

This look as if you're supposed to graph both equations. For y=3x+1, your y-intercept would be 1 and your slope is 3/1, and for y=3x-1, your y-intercept would be -1 and your slope 3/1. (Remember, rise over run for slope!)
