Hi, Jennifer,
Since she used 1/4 of the sugar, you can calculate this using multiplication. I used to tell my students that when they read "of" in a problem involving fractions, it usually means to multiply. So, the problem would look like this:
1/4 of 3/5 kg
1/4 x 3/5
To multiply fractions, multiply the numerators together, then multiply the denominators together, then simplify.
1/4 x 3/5 = 3/9
3/9 can be simplified by dividing the numerator and the denominator both by 3.
3/9 = 1/3
She used 1/3 kg. of sugar to make her cookies.

You are absolutely correct, Jennifer! I'm very sorry. I was so concerned with typing out the instructions that I didn't follow them myself. :) The correct answer is 3/20 kg. of sugar.
