To find x, take these steps:
3x+(1/10) - x = x - x + (2/3)
3x+(1/10) - x = x - x + (2/3)
2x + (1/10) = (2/3)
2x + (1/10) - (1/10) = (2/3) - (1/10)
Here you will have to make the fractions have the same common denominator in order to subtract. The easiest way to do that is to set a denominator of 30. For (2/3), the 3 becomes 30, so the 2 becomes 20 (because 20/30 is the same as 2/3). For (1/10), the 10 becomes 30, so the 1 becomes 3 (because 3/30 is the same as 1/10).
Thus you end up with:
2x = (20/30) - (3/30)
2x = (17/30)
To solve, divide both sides by 2.
x = (17/30) / 2
With fractional division, you multiply by the reciprocal of the number you're dividing by. In other words, if you divide by 2, then you multiple by 1/2:
x = (17/30) * (1/2)
Thus, x = 17/60.
