Dear Mara,
If we look at the line our answer needs to be parallel to, we can see that it is in slope intercept form. y=2x-5 indicates that the slope is 2/1 (rise over run,) and passes through the y-axis at -5.
We can take the point of our new line (-3,-1)and simply use the rise over run to find additional points (i.e. -2,1 -1,3 and 0,5.) From this point, 0,5 we see that the y-intercept is +5 on the y-axis........so the slope intercept formula of our new line would be y=2x+5. Let me know if I can assist you with any more questions.
