If I remember correctly a translation is simply the sliding of something from its original position. Thus if you are sliding a figure across the vector <3,-7> (3 units right and 7 units down) and you want to bring it back I would say you need to move it 3 units left in and 7 units up since you did the opposite of this the first time around.
So I believe your answer would be <-3,7>.
