In this case both sec(0) and tan(0) are numbers making y a horizontal line. The differential (slope) of a horizontal line has a 0 on top so the differential is 0.
Note it doesn't really matter what sec(0) or tan(0) is here but for grins:
sec(0)=1/cos(0)=1
tan(0)=0
