I assume this problem is asking you to find an equation of a line that has slope 8/5 (i.e. m = 8/5) and intercept (0,-2). For this, since you are given a slope and an intercept, it is best to use slope-intercept form for the solution (y = mx + b). The intercept they give you is fortunately the y-intercept, as the x-coordinate is 0; therefore b = -2. The slope is 8/5, so m = 8/5. Substituting those values into y = mx + b gives you
y = (8/5)x + (-2)
which simplifies to:
y = (8/5)x - 2
To graph this, place a point at (0,-2). This is your starting point. Using the slope as your guide, travel upward 8 units, and then 5 units to the right. That will take you to the next point (5,6). Connect the two points with a line, and you have the graph. I'd attach a picture, but I don't see an application for that on this site.
