Multiply both sides by 4, (Attn: LCD = 4)
4(7/2 + x) = 4(1/4)
Simplify,
14 + 4x = 1
Subtract 14 from both sides,
4x = 1-14 = -13
Divide both sides by 4,
x = -13/4

The lowest common multiple of 1/2 and of 1/4 is 4.
That is 2 * 2 = 4 and 1*4 = 4.
So multiply through by the lowest common multiple (LCM).
4*(7/2) + 4*x = 4*(1/4)
28/2 + 4x = 4/4
14 + 4x = 1
4x = -13
x=-13/4

Chinese (Mandarin, Cantonese or Hakka dialect) are simple and fun
move 7/2 :
x = 1/4 - 7/2
= 1/4 - 2 *7/ 2*2
= -13/4
