The lowest conductivity would be the solution with the lowest concentration of ions/strong electrolytes.
A. 2HNO3 + Ba(OH)2 ---> Ba(NO3)2 + 2H2O and Ba(NO3)2 provides 3 ions
B. HAc + NaOH ---> NaAc + H2O and NaAc provides 2 ions
C. H2SO4 + Ba(OH)2 ---> 2H2O + BaSO4(s) and there are no ions in solution
D. HCl + NaOH ---> NaCl + H2O and NaCl provides 2 ions
The solution with the lowest concentration of ions is C, because the barium sulfate in insoluble.
PS. I can be available for online tutoring.
