Explain the role of the numerator and denominator of a rational exponent such as (27x^3/8y^9)^-5/3

I can get the answer of this question, I'm just confused about the specific role of the numerator and the denominator. Thanks in advance!

The numerator is the power of the term in parenthesis.  The denominator is the value of the root of the term in parenthesis.
 
(27x3 / (8y9))-5-3 = 3√(27x3 / (8y9))-5
