A polynomial is formed from terms combined by addition and subtraction. Each term is either a constant term or a constant times the product of powers of variables. Exponents must be positive integer constants. A lack of an exponent means that the exponent is 1.
Since 5x and 9 are both valid polynomial terms and they are combined by addition, f(x) is a polynomial.
