Chip is 100% right, but maybe I can simplify his explanation a bit.
PEMDAS is the way to go. But first let's write our equation a bit simpler by getting rid of the 1's in the numerator.
x/8 + 4(x/6 - 2) = 3
Now, let's take care of the parentheses by first distributing the 4:
x/8 + 4(x/6) - 4(2) = 3
Here is your new equation:
x/8 + 4x/6 -8 = 3
Now to get those fractions on the left side alone so we can focus on them, let's move the 8 to the other side by adding it to both sides:
x/8 + 4x/6 - 8 + (8) = 3 + (8)
Here's our new equation:
x/8 + 4x/6 = 11
Now we could simplify the 4x/6, but I think it'd be easier to go ahead and find the common denominator between your fractions and combine them. Your common denominator would be 24, which leaves you with:
3x/24 + 16x/24 = 11
Now combine like terms:
19x/24 = 11
Now multiply both sides by 24:
24(19x/24) = 11(24)
Now you have:
19x = 264
Now just divide both sides by 19:
19x/(19) = 264/(19)
Now you have:
x = 264/19
It's just simple math from there. :-) I dunno if this helped or not, and like I said, Chip is exactly right. I just explained it a little differently.

x should be in denominator. You have to turn your fraction down: x = 19/264.
