would time or year be the independant variable

i am creating a graph but do not know what variable to put on the x and y axis. The problem is that the mens 100 meters sprint needs to be grpahed and a regression line added to this graph to show a trend and equation. would the year which iks tryiong to be found go on x or y. you know the times and years but are trying to find future values

The year the record is set will be the independent variable because that is a time of date.  To help you understand this better, think of it this way.  A person's record can change each year.  For example, a person will have a low record in the first year, but can improve in the future years, making the record higher than last time.  Remember this, when determining what is independent and dependent, always compare the two quantities and how they relate to each other.
 
When it comes to graphing, time is always the independent variable because everything else depends on that time.  Anything that depends on the other is the dependent variable.
