Assuming that those 2's are squares, then you are in the standard circle form. The center can be thought of as having coordinates where the x-5 and the y+2 would be 0. Hence, the center is at (5,-2). The part on the right is the square of the radius. Since 4 squared equals 16, your radius is 4.
