Look at what the question at the top of the worksheet is asking. The answer may be 21+23 showing that adding two numbers can be done either way, unlike subtraction. The other possibility is that they are looking for equivalent equations so any two numbers that equal 44 is acceptable. Check an example or call a friend if the directions are not clear.

23 + 21 = 21 + 23
The numbers will equal the same answer. I think it is the reflexive property. Don't remember.
