If you pull a token out of the first bag, only two of those numbers can be used to make nine with the second bag--the four or five. That means two out of five chances. No matter which of those numbers we pull, there is only one token from the second bag that will allow it to add up to nine, so 1/5 there.
2/5 * 1/5 = 2/25
So there's a 2/25 chance to have a total equaling nine.
