The area under any probability density function is equal to 1. That means the height of this particular graph must be 1/2 (0.5) because the rectangle is 2 units long with an area equal to 1, therefore the height must be 1/2.
To determine the probability that x > 1.92 or x < 0.38, we are talking about this picture:
The area of those shaded regions are (0.38)(0.5) + (2 - 1.92)(0.5) = (0.38)(0.5) + (0.08)(0.5) = 0.19 + 0.04 = 0.23 or 23%
