Formatting issues make some student questions difficult to read or interpret. So at the risk of redundancy, I will rewrite what I think the student meant:
f(x) = -2x + 2 when x <= 3
-1 when x > 3
f(5) = -1 since any domain element > 3 has a range element = -1
f(3) = -4 since x = 3 is in the domain portion of the “first piece” of the function’s definition.
So f(3) = -2(3) + 2 = -4
