Because we have two points on the line, we can determine the slope between them:
m = (y2-y1)/(x2-x1) = (8-8)/(4-(-3)) = 0.
Intuitively, this means the line is horizontal. But we'll arrive at the same result with the equation for point-slope form:
y - y0 = m(x-x0)
y - 8 = 0
y = 8.
This equation for the line could function as either point-slope or slope-intercept because the slope itself is zero.
